So currently I have an FX 8320 + 8gb DDR3 + GTX 1060 6gb and I can either upgrade to:
i5 4460 + h81 mobo + 8gb ram for $125 CAD
i5 4690k + z87 mobo + 8gb ram for about $250 CAD
Ryzen 1700x + b350 mobo + 8gb ram for about $350 CAD
(All used)
I mainly use my PC for gaming (skyrim, gta, pubg, overwatch, LoL, R6s, battlefield, etc) but may look into video editing and streaming
Which one is the best value/upgrade?

Remove the i5 4460 if not running very low on cash.

the i5 4690k looks very good for gaming only system for games until now. You won't be able to play AC origins or Odyssey without dips. The same suit might follow for games to come.

The Ryzen 1700x is best choice if planning to stream, plus offers very good value for being priced at $350, go for it.

if you just want little editing and gaming and not into overclocking, the first option.
if you just want to do more a bit more editing than the first option, option 2.
if you jus want to do both as even, the third option is you best bet.

recommendation? none of all 3 above.

Go for an Ryzen 5 2600
B450 mobo
16GB ram

https://pcpartpicker.com/list/6NWvq4

cost around 400 USD

that is around 500 CAD

a little bit more expensive, but then you got a really good system for all your needs ;)

For more info:
2600 vs 1700 has their own pros and cons.
For video editing, the extra threads/cores on 1700 might be helpful.
For gaming, the faster core/thread on 2600 would be helpful
The difference is also not that much in real life acutally. 2600 is about 6% faster core/thread-wise but 1700 has more cores.
It is a win some, loose some by going for either of them.
In the end, you will not really regret choosing any of them.

The more important stuff is: if that 2600 is brand new, I would go with this option.
