Csgo fps fluctuating and no constant fps

Hi I have built a new computer and I installed Csgo on it but when I cap the fps,the fps fluctuates from 298 to 270 on 1024x768 and is never ever 299 but when I don't cap it ,it stays above 300 everytime pls someone help me any help would be appreciated I also set the power settings to high performance and I play in low settings with multi-core rendering on

The specs:
i7 8700
GTX 1080
16gb 2666mhz
MSI b360m mortar motherboard

open the console and use Maxfps 300 so it caps to 300. also, when you are playing on Borderless window in case you are doing, you will get less fps than full screen mode.
Another big recomendation is that Not always more means better. Having 300 unstable Fps that fluctuates in between 250-300 is really bad in comparisson with stable 280-290.
Also, Everything above 244 Fps is just an extra that you dont really need for now... The maximum Frecuency of refresh is 244 right now (And you need a very Expensive and very Special monitor).
Also, dont expect to have more than that Fps with a single 1080. You will need an Rtx 2080 ti or Titan to go even further beyond.

Playing in such a low resolution will put most work on the cpu so upgrading gpu wouldn't help much.

Cs doesn't like Hyperthreading very much so try turn it off in the bios.

If you play newer games remember to turn it back on.

That is exactly what i think but i fear messing with the bios could destroy my system so i would keep it for later.Thanks for the help!
