Can't launch multiplayer games however I can browse the internet

I cannot launch Uplay it bring up the same message every time saying its unavailable and that i should try online, i can still use steam and run multiplayer games like rust but games like gta v and star wars battlefront 2 (new one) don't seem to work, this issue has suddenly happened and ive tried reinstalling UPlay. also I'm connected via Ethernet if that means anything

Well the issue just came back, i haven't done anything differently just played rainbow six

Ok so I ran an anti-virus scan and nothing, looked into the process running and found a process called "nta5mdy2nm.exe" it would only show for a split second so it was very hard to find, eventually i clicked on it and found its original file location, it was somehow limiting my internet. The file is called mg3um or something like that and after deleting the file it comes back after a while, how do i prevent this from coming back?

For now I've removed it and put it into my recycling bin, it doesn't seem to be able to come back once its in there, how does it keep coming back? Is there a way to block it?

Well how do I find out where I got it from? I haven't downloaded anything in months.
