I've been planning for a month now to get a new high-end PC but I don't know , there's a new i9 and new ryzen series with new AMD graphic cards coming and I'm expecting Nvidia to also do new series because the RTX's are not worth the money , what are your opinion ppl? Should I just go for it or wait couple months? Had in my mind to get x470 motherboard with 1700x then upgrade the CPU when the new gen is out.

Stick with planning on announced products and availability dates.

One rule of thumb for a balanced gamer is to budget about 2x the cost of the cpu for the graphics card.

High end might be a i7-9700K for $420 and a RTX2080 for $850.

You'll never own a PC if you keep telling yourself that you'll wait until the next big thing comes out - there's always new stuff being released. The 9th gen Intel CPUs and RTX cards have pretty bad pricing, but I wouldn't place much faith in the prices falling much at all in the coming months. I say build what you can now, because who knows when/what the next shortage will be/how long it lasts for.

Consider what specs you plan to play now, build something with a bit of overhead for it, if possible, and go. There is a lot of great equipment available right now. 1080/1070 cards, RX5xx cards are both available at a steal right now. Ryzen 1xxx stuff is going stupid cheap. IMO a great time to build.
