Unstable FPS in games

My setup is:
Asus Maximus IX exstreme
i7 7700k
4x Corsair CMD32
2x Samsung SSD 960 EVO 500GB
GeForce GTX 1080 Ti

Im a noob to PC's and problems. Ive had this problem for a long time where my FPS are very unstable and basicly unplayable. When i got the PC i always had 400+ fps in CSGO but then at one point i started getting drops from 400 to 200, every 5 second or so. and its so annoying cause u feel it every time. Now that i have uninstalled csgo and tried playing it again im on stable 150 to 200 fps, which is so weird when friends with lesser setups sits with 300-400 fps.

I have 2 screens and here comes a weird problem. So when i play football manager my fps goes from 240 to 25-70 whatever and it flies up and down the whole time, but if i play it and go to my other screen the game runs smoothly at 240 fps, which i dont get at all. Plz someone help :(

Have you tried just 2 ram sticks? While you can put 4 in them, it puts a lot of strain on the memory controller. They require manual tweaking via the XMP profile, and even then may not be completely stable. If you just slapped all 4 in and launched, that'd be the first place I'd check out.

Are all drivers up to date - motherboard, gpu, etc? Although, there appear to be a lot of issues going on with the graphics drivers past 399.xx...

But csgo doesnt run on the Graphics card which is what bothers me

You didn't mention that in your initial post...
Are you checking this through task manager?
Download either MSI Afterburner or GPU-Z, leave it running in the background(or on the other monitor), and check the graphs after playing CSGO for a few to see if it really is 0%.

I tried it and also ran a framerate test inside csgo. My GPU usage is on an average 12% and my cpu1 usage is 82% where as the other cpu2-8 are on 41%. My averate frames was 201 and the lowest frame i went to was 56

So the game actually is using the gpu - but it prefers using the cpu's resources instead. Nothing unusual, but usage will vary by title.
Cpu and gpu temps are ok?
Did you start with those 4 sticks, or did you add 2 later on?
Double check the options menu. Perhaps you turned something on that's causing the large dips?
