Solution

Yes.
You "bypass" that problem by buying a PSU capable of running that GPU.

Solution
a 550w PSU will not work with a 1080ti

they req a min of (iirc) 600w psu.

taken for mthe user guide:
"GeForce GTX 1080 Ti graphics card requires one 6-pin and one 8-pin PCI Express power plugs from the system power supply. "

and taken for mthe amazon page you linked: POWER REQUIREMENTS

600-watt power supply recommended
270-watt max power consumption
Dual 8-pin PCI Express power connectors

edit: and depending on what other stuff your system uses (mltipele ssd, RBG, etc.) you will likely want a larger than recommended PSU just to be on safe side

https://www.evga.com/power-meter/ can recommend how large of one you need based ona small bit of questioning. (dont HAVE to buy their brand of psu. just see what watt it says and find your preferred brand of that watt or higher)
