gpu not hitting 99% watch dogs 2

soo ik its not necessary to hit 99% on every game ... but i have a gtx 1070 using it for 1080p .. and i cant seem to have the gpu running at 99% in watch dogs 2 its sitting at 60% or 70% and its CAUSING FPS BELOW 45fps YESS its not like its overpowered .. or anything its just not using its full potential ... and i cant even get 60fps where it should get.. my cpu is i7 3770 and i dont see my cpu running at 100% at all (msi after burner) do i have any malware? should i reinstall windows ? its happening for many games..... temps are 70c at max for both gpu and cpu ... RAM usage is 6gb in watch dogs 2 i dont see any problems here ... also my psu is 600watts gold rated ...

are you using dual channel ram. a few games have FPS issues if you only have single channel ram.. I would check that. Also your RAM speed really matters with that game. https://www.youtube.com/watch?v=zSE3Q_1a_Lc

looking at thaqt for instance 1600Mhz ram you get like 40 to 50ish and on 2400Mhz ram (this is an old video with ddr3 ram) you get like 70 to 80 for the most part. (with a slower older computer). you must have dual channel enabled and have good ram speed and you should be getting MUCH higher then you are now.

its true i have single channel ram ... 1600mhz but why my gpu not hitting 99 ?% i saw benchmarks with single channel ram.. same speed and yet their gpu hit 99% with EXACT i7 3770.. and gtx 1070 ... that doesnt really explain why i have low gpu usage... i think i have some hidden programs/malware ... which is causing these issues
