I am building a video editing/graphic design/2d animation pc, and overclocking the CPU. Here is the parts list:

CPU: Intel Core i5-8600K ($280.98)
CPU Cooler: Corsair H55 ($49.99)
Motherboard: Gigabyte Z370 HD3P ($89.99)
Memory: Crucial Ballistix Sport LT 16GB 2400MHz (Already Bought)
Storage: Samsung 860 EVO 250GB 2.5" SSD ($55.99)
GPU: MSI Radeon RX 560 AERO ITX 4GB ($129.99)
Case: Corsair Carbide SPEC-04 ($44.99)
PSU: EVGA B3 550W 80+ Bronze Certified Fully Modular ($39.99)
----------------------------------------------------------------------------------------------------
TOTAL: $705.91 USD

My budget is $700 but i am fine pushing to $720 MAX. I currently have the Corsair H55 AIO liquid cooler. Im considering deliding the CPU but basically i want to push an overclock of 4.2GHz. I am not sure what the best cooler would be. Thoughts on different options or is what i have the best? Im fine with Air or AIO Liquid

There are a few different options by price range.

$30: Hyper 212 EVO, Be Quiet! BK008/BK009

$45: Cryorig H5

$60: Noctua NH-U14S

$75: Be Quiet! Dark Rock 4

This is by no means an exhaustive list, just some examples. Personally I'd go for the U14S from Noctua, but the hyper 212 EVO is really good for the price.

Yeah 4.8GHz should be pretty achievable on a value cooler, 5.0GHz might require a better cooler (pushing your budget) but SHOULD be achievable on most chips. There's always the possibility you get a dud chip, but most of the 8600K/8700Ks seem to overclock pretty well from what I've read. There's really not that much of a difference in performance between 4.8, 4.9, and 5.0GHz, so if you manage to get 4.8 at a lower voltage...

At this price point I'd really recommend an air cooler, as those really push the price/performance ratio to a good level. Liquid coolers are only good after a certain price point, the ones below 100$ are usually not really worth it for an instance.

CPU Cooler: CRYORIG - H7 49.0 CFM CPU Cooler ($36.40 @ OutletPC)
Total: $36.40

I love Noctua, but $90 goes FAR over my budget haha. Also i didnt even realize it turbo boosted that high. Knowing that, how high of an overclock can i get??? i mean could i take it to 4.8GHz or even 5.0GHz stable?
