hi, so im having a lot of problems on my pc while im playing games my fps never goes above 25 in games(like TERA at low settings). i just replaced my graphics card too.
my pc:
-700 Watt Cooler Master
-AMD Vishera FX-8350 Eight-Core
-AMD Radeon HD 7970 3GB(OLD)---(replaced)---> Nvidia gtx 1060 6gb(NEW)
-MSI 760GA-P43FX,
-16GB DDR3 ram
-SSD Samsung 840 Series 120GB
-2000 GB SataIII hdd

i really dont know what the problem is, i tried a lot of things but nothing solves it.
also my framerate doesnt seem to change when i change video settings in games, for example in TERA my game runs at 0-30 fps in ultra with best resolution, but it also runs at like 0-35 fps at very low and the lowest resolution, also horrible lag spikes in both.
i also checked the gpu and cpu usage in game:
cpu usage: 40-70
gpu usage :0-13% in TERA while at far cry 3 around 60%, both have horrible lag spikes the only difference is that farcry 3 runs at 20-100 fps while TERA runs at max 30 fps

i would really appreciate the help

Personally, I would say it is time for a new CPU, motherboard, ram, and PSU. Your PSU is not what would be considered a quality one, your CPU is bottlenecking that GPU, and your motherboard is lucky to even be working, with said CPU. The VRM's on it are probably quite hot. 760g boards are not well suited to those high wattage FX 8xxx cpu's. TERA probably is not using all 8 cores on that CPU, either. Definitely check your CPU temps, for starters, though.
