GTX 1070 causing PSU to not boot

I have a Corsair hx850i (850watt) and a GeForce GTX 1070 gfx card.

I went to boot up my PC the other day and out of the blue it just didn't power on. It was working only 12 hours previous.

I did some troubleshooting, unplugged ram, and other components thinking it could've been there issue. Then I went and bought a new PSU. Well the PSU still didn't fix the issue. I unplugged my gfx card from the PSU and voila! The PC booted.

I have had zero issues with my card in the past and am really shocked as to what could be causing the issue here. I haven't had any major power surges or anything. I have everything on power strips (not Daisy chained).

Any suggestions on how I can test if the graphics card is truly at fault? I really don't want to buy a new one since prices for the new cards are insane right now.

Solution
Check that the GPU is seated properly and that the power is properly connected.
Reset the BIOS to default settings and try again.
Do you have a friend that might allow you to install the GPU on their system?

I'll see if I can try it on my old system. I want to avoid resetting bios atm only because I have some tweaking for my CPU.

Would moving it to another PCI-E slot be worth it?
 

Which motherboard do you have?
If you have a x8 PCIe slot then it should be fine.
There wouldn't be any actual effect on the performance...since is not using all available bandwidth.

Yes, I didn't plug in the power cables from the PSU just had it plugged into the PCI-E and it caught fire lol

Second time I've seen this in eleven years of building.
