CPU too fast

So recently I realized that the base speed of my CPU is 3.3 GHz (i5 4590), while the actual speed runs at about 3.67 GHz on desktop. My computer overheats a lot even with the cooler on high, causing it to shut down, and I imagine it could be from this. Does anyone know how I can lower my CPU speed?
EDIT: My pc temp is around 70 on standby.
 
Is this with the original factory cooler? As this interface can degrade over the years...

You might need a light replacement coating of thermal interface material...

what are your idle temps at desktop? (you'd want to doublecheck that the existing cooler is properly locked down, secured, which would be done when you are replacing thermal compound...)

Yes. Maybe the cooler is not working properly, since changing the cooler settings doesn't seem to affect the temperature at all. I'll look into it. Thanks.
