Will not boot, think it is RAM. Help

So I took the RAM out to inspect it, put it back in the same spot, and now the PC is acting like there is no RAM there at all, meaning it will not boot, fans spool up then stop, etc. It is Ballistix Crucial Sport 1x8GB DDR3, 1600 speed. Yes I know it is old as dirt but if it ain't broke...(but it might be)

The CPU fan starts and stays on, you can hear the hard drives do their magic, and the videocard fans spool up. After a good 30 seconds, the video card fans stop spinning, stop motion, then start over again. No video is being put out, it is just saying no signal.

Anyway, wondering if someone could weigh in on other ways for me to make sure the RAM is actually dead. I have switched RAM slots, dual channels. Unplugged GPU, optical drive, all other hard drives and SDDs, won't boot. Anything else I could try?

It doesn't even get to BIOS, no display comes on. I just get no signal. All I get to see is the CPU fan spool as well as the GPU fans continually start and stop.
