Use Radeon Settings' Wattman to do it.

My Gigabyte Rx480 G1 Gaming 8Gb:

auto core voltage
auto memory voltage
temp limit 80
core clock 1380 (7% OC, in my case)
mem clock 2150
power limit increased by 50% (the max)
custom fan profile (set in Radeon Wattman utility) so it's quieter

Be sure to check for and update the video card BIOS.
