They have multiple models listed INCLUDING a preorder for the Asus ROG STRIX 2080 Ti.

This is an official B2B retailer. My question is, is this legit?

If so, how did it fly under the radar?

Newegg has similar listings, but they are not in stock. The one you linked is for special order (not in stock).

They may have stockpiled some for that purpose. When I first looked at them, I think that they were in stock. I didn't pay much attention after I saw the price tag.
