i5-4590 video editing

I was wondering if anyone knows if a
i5-4590 will be able to edit 1080p 60fps video on premiere pro cc and if not can the i7 4770?

4590 can absolutely edit videos in premiere and will handle 1080p60 just fine. The 4770 might be 20-30% faster while doing the final render, but if video editing isn't your job then 10 minutes as opposed to 12-13 minutes shouldn't make that much of a difference.
