Ignore that site , it simply means the 2600 is capable of driving a stronger gpu like a gtx 1070.

You will never get a perfect match between cpu & gpu , one or the other will always limit fps.

It makes sense to have a cpu thats more than capable simply because you can gain fps by dropping graphical settings a little in game.

If a cpu is limiting fps there is nothing you can do to counteract it, with the gpu being slightly weaker you can.

The ryzen 2600 or i5 8400 are pretty much an ideal pairing for mid range gpu's like the gtx 1060 & rx 580.

The best is whatever you can afford really. Under some circumstances having as much CPU as possible will let the GTX1060 run just that much faster. Under heavy graphics loads though, it doesn't matter as performance will be limited by the GPU itself.

For your typical mid-range build it would be between the i5-8400/B360 motherboard or an R5-2600/B450 motherboard. Maximum possible gaming performance would probably be the i7-8700k or i7-9700k. And maximum utility would come from the R7-2700X or possibly the i9-9900k.

For 144 Hz gaming you generally want a fairly powerful CPU. Even if your GTX 1060 can't necessarily manage 100+ fps, there's no harm in getting a CPU that can, for when you upgrade your GPU (unless you're on a budget).

A 2600(X) + B450 mobo with a bit of overclocking would be a good choice IMO. Although I believe Intel still has an edge for high FPS gaming, so if you're willing to spend more money an overclocked 8600k/8700k would probably get you the highest possible FPS (at least until their 9th gen chips come out).
