My public ip address change evrytime i restart the router

so i wanna really understand what does ip address mean i thought it dosen't change cause its bound with your geographic place, and i play game called brawlhalla a lot and ping change when i restart the router cause my ip change sometimes my ping get really worst, so can i change ip address manual and make it only for one location or anything i can do?
 
You have to get a static IP from your ISP. Sometimes they charge more or you have to upgrade to a business account.

Try just changing the DNS settings in your router. Rather than setting it at default. Try another DNS service. Google provides free DNS service and often times it is more responsive than the DNS from your ISP. I know everything internet related in my house is much more responsive using Google DNS servers.

The primary Google DNS is 8.8.8.8 and the secondary is 8.8.4.4

As for changing it in your router. That varies from one router to the next. Most routers you log into through your web browser and change the DNS settings under some heading like Internet or WAN.

 
Alternatively, you can get a free dynamic dns service from sites like no-ip, which basically create a url to your ip and have software you run inside your network to periodically update the ip it is supposed to direct to.

This in effect gives you a static address to use.

and this gives me static ip even if i restart the modem? and does it give me random ip or one i choose? cause it may get my ping even worst if it was random
