PC continually restarting

When I attempt to turn on my computer it will attempt to boot for 1.5 seconds or so, and then turn off and attempt to boot again.

I have a Gigabyte H77-DS3H revision 1.1 and last night I turned of Legacy USB in my BIOS so that my lighted keyboard would be off when my computer is off, so I have to assume it has something to do with that.

Any assistance is greatly appreciated.

Is it possible that you (accidentally) made other changes in the bios (additionally or alternatively to what you thought you did)?
It may well be related to changing the bios, but keep an open mind - that might just be a coincidence.

10% is a worry for me. Have you followed cin19's advice?
If you're not making any progress after that, you could also try booting with no usb devices connected.
Did you turn legacy usb off or on?

I've cleared the CMOS and have entered a pattern where it will turn on for 20 seconds or so without sending a signal to my monitor three or four times and then it will boot and start to go into BIOS but will shutdown before it reaches the BIOS screen.

Legacy USB was on which would light up my keyboard, I turned it off so the keyboard would not be on when the computer was off. I've cleared CMOS as my reply to cin19 stated

Does your motherboard display any error codes on an led readout (like Dr Debug)? If you've correctly reset the CMOS, this sounds like a different problem.
Working through a checklist like the following should help (obviously some of this particular list is for a new build that shouldn't, unless something unexpected has happened, apply to you):

Where you looking around inside the case before you changed the uefi/bios settings - I'm wondering if something has come loose.

I hadn't looked around in my case, and I don't have a speaker or any LED indicators. I'll make sure everything is well seated.

Edit: I have gone through your checklist and made sure everything is seated properly and no luck yet.

Well if you've gone through that check list (well done!) sounds to me like your PSU is shot.
Do you have a spare (or your own or a friends) that you can drop in to your system to check?
The check list has a section on assessing a suspect PSU, have a look at that.

This is usually caused by the computer reading a UEFI partition when the controller is set to MBR mode. I would make sure your storage is configured properly in BIOS. If it is this, disconnecting the hard drive will cause the computer to boot, but it will say "missing boot disk" or something along those lines instead of rebooting in a loop.

I disconnected my hard drive but it did the same loop of 20, 20, and then not making it all the way into BIOS.

Could be a tach failure on the cpu fan.
Move the cpu fan to a different connector and plug in a know fan with a good tach/speed indication.
did it boot?

Also check the motherboard for bends/warps

Well everybody, we haven't made too much progress, so I think I'm going to take my PC to a local computer repair shop.
