ga-945gcm-s2l less memory on bios

Hi everyone.
I'm not very knowledgable regarding tweaking computers, so I'm facing a problem.
I recently was given an old system with a Gigabyte ga-945gcm-s2l. mobo. According to the manual it supports up to 2 x 2gb 533/667 ddr2 .
I placed 2x2gb 533 ddr2 working modules but it just recognizes 3.2gb on the bios screen (I ve updated to the latest bios version) and it just shows 2.9gb usable memory (I'm using the 256mb onboard video adapter) on the system screen (windows 7 ultimate 32bit).
Is there a work around for this system to make it recognize most of the physical memory? Something like PAE or overclocking, or memory mapping?
I mean ...it's like I'm losing 700mb of memory, and it's a shame for such a small computer. The system is really minimal. Everything is onboard. Only a sata hdd and a dvd writer.

Are you working off the onboard graphics card or do you have a discrete GPU? You will need to be on an 64bit OS/version of Windows 7 in order for the system to see more than 3GB's of ram. Within BIOS see if you can decrease the amount of memory allocated to your onboard GPU.

intel pentium dual cpu E2180 @ 2.00 GHZ
Gigagbyte ga-945gcm-s2l motherboard
RAM 4.00 GB - 2 x 2.00GB (2.99GB usable) DDR2 dual channel
450watt psu
OS win 7 ultimate 32 bit SP1
HDD 465gb sata hdd western digital
DISPLAY ADAPTER INTEL 82945g epress chipset family (Gigabyte)

i know 32 bit is not good for more than 4 gb, but the problem occurs in the bios and not the OS.
So is it something with the chipset? How can I decrese the amount allocated?
