I know that they don't really do much until it reaches 60 degrees C. everywhere I've looked, thats the first thing people comment, that the fans dont crank up until it gets to 60...
I was running a benchmark on my fan, and watching afterburner, and the fan temp just kept rising, upwards to 90 degrees. I shut down the benchmark before it got hotter, because i was worried about messing something up. All the fan did while it was climbing in temperature, was jiggle slightly. here's a video of it doing that while at about 86 degrees C: https://youtu.be/V6RXfAp4j7c
I can do an RMA, but i'd really just like to have a way to get it fixed, and done with here and now.
