Need help with build/gpu problem

Hello my build is
Sapphire rx580 8gb PULSE
Intel i5 6500
4x ddr3 1666 mhz 4gb Kineton RAM
Corsair 600w PSU
Acer 144hz monitor

And I have huge stuttering problems and I don't know why...could it be bottleneck?... on fortnite 900p@low settings I can get 200+fps when I'm looking at floor or sky but as soon as I move or as soon as people are around me I get massive drops under 80 fps
But I get stutters no matter what I'm doing(stutters where fps drops to 0 in milliseconds... )
But it's not only fortnite...any game I've tried I have stutter problems...
And few things I noticed was fairly high temps going way over 70degrees Celsius and I've had temp go all the way to max(85 but on stress test...)
I've seen increase in performance when I put power management to plus30(wich is highest for my gpu in wattman cuz it's only 8pin power model) I did not overclock,underclock,undervolted or anything like that..should I maybe try something? Could my casing be a problem? Regarding temps...I'vedone clean win10 install after upgrading to rx580 ...
Since I have 144hz monitor those stutters and fps drops make it unplayable...and I've seen people with 1050ti getting stable 200+fps on fortnite... so I would be very greatful if you could help me with any bit of information...could it be thermalthrotling,bottlenecking problem? I know my way around PC-s since I built my first pc when I was 8yo..but I never needed to tinker around gpus(overclocking or any of the sort)
The gpu is newly bought from a supplier month ago...
I know cpu bottleneck could be gamebased but i5 6500 is a very good cpu and I'm getting very good benchmark performance from him (top 10percent of that model)

When posting a thread of troubleshooting nature, it's customary to include your full system's specs like so:
CPU:
Motherboard:
Ram:
SSD/HDD:

OS:

How old is your PSU? What games have you tried and seen to exhibit the same issues? Have you tried uninstalling and reinstalling your GPU drivers? On the note about others having favorable results while on a GTX1050Ti, mind sharing the source of that observation? Are they on a system that is identical to yours?

I don't know motherboard atm
All parts are 2years old except gpu wich is new
Source of observation is YouTube and my friends laptop(he has i5 8th generation and ddr4memory on 1050ti) other games I've tried are CS:GO,FF15,Witcher 3
I've DDU my drivers 3 times and no results...
Windows 10 are installed on ssd(kingston)
