Internet speed excruciatingly slow with new mobo and cpu

Just bought an i5 8500 with an Asus x370 Gaming F mobo with some new Corsair Vengeance RAM. Same Xfinity modem, same ethernet cable. I am clocking about 1mb download speeds which are very unstable. Connection speed is normally 75mb down.

I've turned the Windows Defender firewalls off. I've updated the Intel Ethernet Connection 1219V driver. No change. Help!
 
when you install the updated intel driver it may not become the default driver. you need to go into control panel device manager and check that it is the currently selected driver.
old versions of windows do not show the build numbers for the drivers and just gives you a list that all look the same. windows 10 should give dates or build numbers so (I don't recall which)

you should also indicate if you are using wireless or wired. wireless connections have various different debugging steps.

for wireless, sometimes a driver will go into low power mode and not go back to high power. this will cause the transport to be negotiate a much lower speed. you can move the machine to about 3 feet from the router and see if the speed picks up. also a full reboot of the machine will keep the speed up until the driver is told to sleep.
