The BIOS shouldn't be the issue.
Be sure that you have your PSU hooked up correctly to the motherboard and any devices you have.
If you are running a dedicated graphics card the monitor needs to be plugged into the cards video output and not the motherboards.
If you have 2 sticks of RAM be sure they are placed in the correct DIMM slots, if they are try the PC with just 1 stick or the other to make sure you don't have a bad module. Also be sure the RAM is listed on the motherboards QVL list (https://www.asus.com/us/Motherboards/PRIME-B450M-A/HelpDesk_QVL/) sometimes ones that aren't have issues.
If your case is equipped with a speaker be sure to plug it into the speaker header on the motherboard so you can get beep codes. If not you can purchase 4 pin case speakers for around 5 dollars, this will help diagnose any issues.
