Can I plug a usb wifi adapter that is 3.0 into a 3.1 port in my pc?

Yes. USB 3.1 gen1 is actually the same as USB 3.0 and if the port is USB 3.1 gen 2 it will work but transfer data at USB 3.1 gen 1 (USB 3.0) speed.
