[SOLVED] PSU not turning on with GPU installed

Just did a large upgrade to my pc, current specs are:
CPU: i7 8700k
Motherboard: msi B360 gaming plus
GPU: evga gtx1070 superclocked
PSU: powerspec super power 850w gold
RAM: 2×8 gskill ddr4 2666
Samsung Evo 850 250gb sad
1tb hdd

Just upgraded to the CPU, mobo, PSU, and RAM above. GPU and hard drives are from previous build, an i7 4790k ddr3 build. With the GPU installed the power supply clicks and doesn't power on, no fans anywhere in the build move. With the GPU uninstalled the build turns on without fault and works beautifully. At this point I have fresh installed Windows 10 and installed all the motherboard drivers. GeForce wont allow me to install GPU drivers without the GPU installed. I have spent roughly 6 hours trying to troubleshoot this problem. I've edited the bios as much as i know how to, tried both PCI slots, different RAM placements, different PSU power cords. Help would be greatly appreciated.

I think he meant go,for a top,quality 650w unit like the seasonic focus or evga g2/g3 series.

That powerspec is 'ok' quality but you dont need even close to 850w & for the same money you could get something better.

Looking at reviews/teardowns one of the negatuves pointed,out is that the eps 12v & pci express sockets on the psu are identical.

Make sure you havent plugged your modular pci express cables into the wrong socket on the psu itself, while they will fit the pinout on those sockets is completely different.

do you have a way to test your GPU? do you have cable replacements for gpu? i know you used this GPU before but it is possible the PSU burned it out as mentioned before the PSU you got is fairly cheap.

What was your previous power supply? The new power supply is mediocre, but it should at least run the GPU. Want to check when you say you're using different power cables; you don't mean you're using modular cables from the old one, do you? Because that can have Very Bad Results.
