Water cooling not working?

Hi I got my PC last week, I went away for a few days and turned pc on yesterday, worked fine, went to turn it on this morning and I'm getting a cpu fan error on start up, it seems the fan takes a while to kick in so doesn't boot up without an error and waits for cpu to cool down (starts at like 60 degrees.
PC has a custom water cooled loop, reservoir is only cooling the cpu, when it was working it was playing forza 4 horizon at ultra settings with cpu temp of 50ish, playing AC odyssey this morning it was reaching 90 degrees. It's making me think the water cooling isn't running {cpu is i7-8700k overclocked to 4.9ghz in turbo mode)
I'm hoping I don't have to send it back (2 weeks without pc I'd struggle lol)

You might want to share your full system's specs like so:

Additionally you will need to include your watercooling gear and state how you've connected the fans to the system. I would also inspect the pump and see if it's being impeded in any manner. Also if they check out fine, see if you have any BIOS updates pending for your motherboard.
