[SOLVED] Nvidia reducing performance on older cards with new drivers?

I've been having some stuttering and FPS issues on newer drivers from nvidia, with 411.xx and upwards and specifically with 416.34 which was released the other day on the 11th.

When I rolled back the drivers to 399.24 (the version before they started 'optimizing' the drivers for the new 20 series cards) my issues were completely resolved.

I was wondering whether this is a known issue or bug (and if anyone else is having it) with newer drivers on 10 series cards (I'm on a 1080) or whether nvidia might even be reducing performance of older 10 series cards delibaretly to try and drive sales of the newer 20 series cards. (Pulling an Apple..)

Nvidia has never intentionally reduced performance on older cards from prior generations, and pretty much have never lost performance. They just don't stop seeing much improvements on the older generations. There have been plenty of testing done to show this in the past. AMD's cards, have just seen more improvements on driver updates on older cards, likely because they have all been using GCN for years or because they aren't as optimized at released.

What I have heard is that the newest drivers are having an issue with Steam. I don't know how accurate that account is, but it doesn't seem unlikely.
