I'm trying to overclock my Rx 570 and I reached a core clock of 1356 mhz but then found I was getting artifacts in Heaven benchmark. Should I increase the voltage on my gpu?

Yes, but by one notch at a time, and then test again. keep doing that until there are no artefacts. Watch the heat. Monitor the GPU with MSI afterburner or something.
Make sure to test though.

Read a good guide on GPU OC'ing get familiar with what you are doing. You may want to increase the power too, and not adjust the voltage to begin with. Read about it, and be sure what you are doing and how to measure the affects of the things you change.

I watched the vid and I already knew all of what he said but he never said anything about increasing voltage. I guess my final question is what is the maximum safe level of voltage i can add to my rx 570? I haven't really found any answers online.

That's different for every single card. You need to bump it one notch at a time, as I outlined above. Then test. If it passes with no artifacts, then increase clock and test again. Rinse, repeat!
