Extremely Slow Upload Speeds. Not an ISP issue.

I just had 2 technicians come to my house the past few days trying to diagnose and fix my issue, to no avail. My download speed is just fine at around 115mbps but my upload is crawling at .20 mbps. I am paying for around 30-35 mbps. I know it isn't an ISP issue because I've ran speedtest on both my laptop and my phone and it is around 30-35 on those devices with and without wifi. The technician was also getting those same numbers when he tested the lines himself and on his own phone. It also has nothing to do with the router because when I plug directly into the modem with ethernet cable to my pc I still get the same crawling upload speeds.

I've googled this issue for the past 3 days and all I can find is disabling "Windows Management" and disabling Asus Icontrol or something. I disabled windows management and got slightly better upload speeds (at around .80mbps now) but I do not have an Asus motherboard so I don't even have Asus Icontrol to begin with.

To help anyone trying to diagnose whats going on, when I would stream my bitrate would randomly plummet during my streams for only about 5-10 minutes then it would go back to normal for the entire duration of my stream and bitrate would remain steady (I only stream at 3500 kbps @30fps). It would only happen once per stream for only 5-10 minutes (seems intentional or some type of software that was running during that time who knows). Now I can not stream whatsoever because my upload is at a constant .20-.80 mbps. People thought I was getting throttled because of the brief time my upload speed would plummet, that's been ruled out since now I can't even stream to begin with it's 100x worse now and my upload speed is fine on other devices.

I've "flushed" DNS, reset my network config, rebooted PC, updated firmware on my router, reset my firewall settings and no improvement. If anyone has any suggestions that would be greatly appreciated, thank you for taking the time out to read this as this issue is costing me viewers and income.

Motherboard MSI Z370 Gaming M5
Processor i7 8700k
Router Netgear WNDR 4300
 
I assume you are using/swapped for a known-to-be-good CAT5 cable(s).

If I were u I make sure am using the specific W10 (must say it's for W10) LAN driver from MSI.

That doesn't work, u may have a bad Mobo NIC, unusual, but when all else fails.... a new PCIe NIC board not expensive.

And I don't know of any "specific" version of windows 10 you are speaking of. I'll check MSI website for any LAN drivers.

Just did what you said and I got 20mbps instead of .20, Dramatically better but still not the 35 im paying for. So what can I do now? I updated the network drivers from device manager and I still get .20-.80.

your motherboad has killer lan . Killer lan has software to limit bandwidths for apps to allow games to play better.

goto the killer lan software and see if there is any bandwidth restrictions applied there .
