There is no HIGHEST FPS it can run. There is only what does it run at based on the rest of the hardware, the game title, the cleanliness of the operating system, the state of the driver framework, the compatibility of the motherboard bios version, driver version, what resolution you are gaming at, how many other processes happen to be running in Windows along with your game, what quality settings you are running and whether or not you are playing an online or offline version of the game, plus how many other players are involved and whether or not you are in a highly active area with a lot of other things for the game to keep track of, like a mob, or a great many details on the horizon.
There just is not "THIS" many FPS.
Likely you can easily stay over 60fps on almost any game at 1080p, but you might need to reduce a few quality settings from ultra to very high or high. Not a big deal really unless you want ALL the eye candy, ALL the time, with very high FPS. If so, then you'll want to look at higher tiered cards like the 1070 ti OR wait to see what comes with the 2060.
