CPU clock speed bouncing from 1300Ghz to 2900Ghz when gaming.

I have a hp laptop that has a i7-7700U cpu and a gpu with a 940 MX. When I am just surfing through the web, there isn't a problem with my clock speed. It is constant at 2600Ghz. However, when I am gaming like PUBG or Overwatch, the clock speed bounces from 1300 to 2900Ghz. It is really annoying because everytime the clock speed goes down, my fps goes down from 60 to 9, and after about 15 seconds, when it goes up again, the fps goes up to 60+ again. So when it went down to 9, it gives me like the laggy motion picture kind of thing. And when it is 60+ again, I'm already dead. This repeats from 4 times per minute or sometimes 6 times. I tried doing the high performance setting, since hp laptops doesn't have a speed step setting in the BIOS, and I used all sorts of software like Throttle Stop. When I play the game my cpu and gpu temp are both 40~65 so I thinks that's ok. Plus I have a lot of ram and ssd space left so I don't think that is the problem.
How Can I fix this bouncing CPU problem????
And If there is a way to disable EIST, or Speedstep in hp laptops, pls tell me.
But incase that doesn't work, I still need solutions.
