GPU (1080-ti) performing below expectations.

Can anyone think of any reasons for this? Temperatures are fine, caps out around 70 degrees. I wouldn't care but I'm getting way lower frame rates than I should be. For example GTA runs at around 80 fps max settings. Honestly just no idea at this point. I was thinking it could be the Ryzen but I highly doubt it.

I know it seems like it's average due to the bench % but the thing is I have 2 other friends that have almost the same rig with the exception of Intel cpu's instead of Ryzen and they consistently get better frames than me in every game. I'm running all my games at 1080p as of now but upgrading to a 1440p monitor soon. Also getting the 970 pro but that really shouldn't have anything to do with the gpu I think.

by any coincidence you dont currently own an SSD drive?
Installing the OS on an SSD drive its a must these days... You should totally go for one of those if you dont have one...
Regarding your exact question...
Well... In my personal experience AMD products were always underperforming against their Intel equivalent and in some cases even 1 generation older intel products still surpass the amd ones... Thats actually the reason why i never use AMD products on any of my personal rigs. Still i dont actually think thats the exact issue.
One of the things i see its that ram is a little bit slower than what it should actually be and that you are ussing just a hard drive on that pc. Which is in my opinion an abomination... Since, you have a rig with a 1080ti and an up to date processor and you dont even come to think of having an SSD drive?
Appart from that all seems to be OK.
As i said before, the main problem here is that you lack of an SSD and also that for somehow (dont know if bios related or its just the low quality rams) the rams seem to be underperforming.

Like I said I have already ordered the Samsung 970 pro and it should be arriving shortly. But I don't see why the ssd would hinder in-game performance. I assume that it only affects the load times to get in game? What would you suggest for the ram? I have the Corsair Vengeance, it's listed as "Amazon's Choice" on Amazon and I've seen many reviews that it's good. Do you think it would make a difference if I overclocked my Ryzen to the full 4.3Ghz?
