I thought of upgrading my graphics card ,the price range i'm looking for is around 300-450, basically i found these two graphics card, i think it would be the best choice but i can't decide which one would be the best ,especially for my system , the gtx 1070 nvidia clearly costs more but is it really way better than the RX 580?, i also want to play most of the future upcoming pc games on like high settings without any stuttering or lagg.
Current PC Specs.:
Monitor: Asus gaming monitor 27" 60 hz 1080p
GPU: Gtx 1060 3 gb
CPU: i5 4590 3.30 ghz
RAM: 16 gb (ddr3)
Power supply: Gigabyte B700H 700 W ,80 plus Bronze.

i would say, going for gtx1070 will net you much better performance.

rx580 is about the same as gtx1060, which is 30%~ish slower than 1070.

see if you can get a 1070ti for under 450, and i think that will be the best bang for the buck.

Do you think it would work just perfect with the PC specs that i have right now (system)? or is there anything that should be upgraded / changed.
