GPU slot problem HELP PLEASE!

So I today I finished upgrading my PC with a new mobo and cpu. But then I had some major problems. The mobo indicates a red LED for VGA and there is no signal for my monitors and no power to my USB ports, so I'm guessing the GPU is the problem. After 2 hours of troubleshooting I finally figured out that plugging in the gpu to the PCIe-2.0 slot. The PC booted up regularly, but personally I like the benefits of the 3.0 slot but I have no clue how to get it working, because I have tried switching back but same problem. Is there something I have to do in the bios??

SPECS:
AMD Ryzen 5 2600
MSI B450 Tomahawk MOBO
Ballistix Sport Single Stick 8gb 2666mhz
EVGA GTX 960 4gb SSC
EVGA SuperNova NEX 650W

bios is "MSI CLICK BIOS 5".
 
Solution
If the power supply is providing sufficient power to the PCI-E 2.0 x16 slot for the card to work, it's capable of providing sufficient power to the PCI-E 3.0 x16 slot as well. PCI-Ex16 slot standards (regardless of 2.0 or 3.0) is 75 watts to the slot.

It sounds more like the PCI-E 3.0 slot may not be functioning. Since the card works in the 2.0 slot, I'd try testing a lower-end card in the PCI-E 3.0 expansion slot just as a test.

But for my old (not that old) PC, that power supply was more than enough and worked just fine plugging the gpu to the 3.0 slot.
