ASUS Z170I Won't boot, Power LED on, CPU & PSU fans spin up briefly

Setup:
ASUS Z170I PRO GAMING LGA 1151 Intel Z170
Intel Core i5-6600K 6M & Cooler Master Hyper 212 EVO
SAMSUNG 850 EVO M.2 2280 500GB
PSU: CORSAIR CX-M series CX600M 600W
ASUS GeForce GTX 960 STRIX-GTX960-DC2OC-4GD5
G.SKILL Ripjaws V Series 32GB (2 x 16GB)

Made this about 2.5 years ago. Ran great for 2 years, but it sat unused for the last 6 months (plugged into power with LED on). I went to turn it on tonight, nothing has physically changed with computer since last successful boot (AFAIK) and after pressing power button nothing happens. Investigated case. The CPU and PSU fans both spin up for about 1s, then stop. Standby Power LED is lit on Mobo. No system beeps or error lights or anything.

Tried removing various things and then trying boot,.. Video card, 1 stick of ram, unnecessary
cables from mobo, still won't boot, fans spin briefly. Unplugged bios battery, and bridged CMOS reset, no change.

Currently have 1 stick of ram, m.2 hd, CPU, CPU Fan, PSU, Power On cable,... plugged into Mobo, still won't boot. I'm experienced at troubleshooting, but at a loss for what my next step is with this one, appreciate help or pointers...
 
Solution
can be two issues. one a weak or bad cmos battery. some mb wont post if that battery is dead. the other issue is there a parts failure in the power supply. i would pull the mb and with one ram stick use onboard video if there no post try a test power supply.

Yeah, cleared the CMOS RTC RAM (bridge a pin with power unplugged), as well as unhooked CMOS battery for a few mins. No change.

Thanks, yea I was leaning towards ordering a replacement PSU for it as my first 'purchase' solution.... Will order that today.

CORSAIR is a low quality brand? I used to use their memory back in the day before the newer performance brands came out. Nonetheless, it wasn't a cheap PSU when I got it from Newegg originally, and has 4 out of 5 eggs on there.

Swapped out Corsair PSU for a new one, put everything back in. It booted right up.
