I'll be overclocking to 5GHz on the one I get. Chances are, the 9600K but if I can find a cooler that works well for the 8600k it'll work even better for the 9600k so thank you

I commend you for your optimism. I do hope you get a good chip that can actually overclock to 5Ghz.
Now assuming you do get a chip like this, the voltage required along with that high of a clock will result in some pretty high temps.

For an air cooler, you're going to want to go the route of a higher end Noctua. They are pretty much the defacto standard for best air cooling.
The Noctua NH-U14S is gonna be most likely what you go for. This cooler has been voted best for threadripper, and threadripper gets toasty so it should do just fine for Intel.

however, this cooler is beefy. And I mean BEEFY. So make sure you've got enough room for it in your system and that you won't have any RAM clearance issues.

Imho, beefy noctua coolers are your best bet like the NH-D15. At this price point, you could also go for water cooling such as a Corsair H100I, or something like this if your case accommodates for the rad.
