PC stuttering/hitching a lot

I have a problem with my pc, it stutters or hitches a awful lot when I play games or even watch youtube. I need help to fix it. My part list is:

I have a couple of questions for you.

1. How long have you been experiencing this issue?
2. Have you installed the most recent graphics drivers?
3. What are your cpu/gpu temps?
4. While idling, open task manager and check to see how hard your PC is working (% performances of gpu, cpu, ram, etc...)

1.) About 2 months
2.)No i have yet to install them
3.) idling 32c-38c, and in game 42c-68c for both graphics card and cpu

Hi tokenvm, I would start off with updating your graphics drivers. Please download Geforce experience, the program will automatically find the correct drivers for your video card. I suspect that this is your issue.

As norcalsc added it could be an bios issue. So, if you are still experiencing this issue with stuttering I would then look at updating your bios.
