16 monitors on 4 cards with no SLI or Eyefinity

Ok, I have searched this in many places. I know it is doable but I wanted to get some more info as there is not much. Our current rig is aging and was not really set up well before. If you must know I can fill in the details but its a long one.

I have the need to set up a system that will handle a 4x4 1080p60 video wall from a single computer. All displays must sync so something with like Vsync is important (or the Radeon equivalent). The displays are all NEC edgeless monitors with HDMI and DisplayPort.

I am currently looking at using an Asus x299 Sage workstation board with 4 ATI FirePro W8100 8gb. My concerns are if there is a better option as the x299 only supports the 7th gen Core-X processors on 2066. This will be a long-term build and will only run the displays in a standalone configuration, no keyboard or mouse and stripped down Win7Ent 64bit.

Each monitor will be a section of the larger display so an SLI or Crossfire setup is not what I am looking for. DisplayLink is not an option as it would cause massive tearing and that is something I am trying to fix. I also would like to stay away from using adapters, miniDP to DP, full height cards are what I am shooting for.

Please let me know what you guys think I have talked to Asus and they say their workstation boards will handle this configuration given a 40 lane CPU.
