Advice on CPU and Cabinet

I can't decide what CPU to get, and what case to get. The parts are overpriced a lot in my country. I'm going to buy a GTX 1070 for the GPU, and a suitable motherboard for whichever the CPU I'm recommended. I'm mostly going to use the PC for gaming, some programming here and there aswell.

I can't decide whether to get i5-8400 which is $315, or wait for i5-9600k ( dont know when the 9th gen processors will be released in India ), or get a Ryzen 5 2600x for $290.
For the case, I've picked out NZXT H500 and Corsair Carbide 400C. I wanted to get a Corsair 275R but its not available in my country. Are there any good cases available under $100? The NZXT H500 is $90 and Corsair 400C is $100. I want a case which has a sleek design, and has good airflow, and can house a suitable radiator if needed.
Will I need liquid cooling if I get i5-9600k or 2600x and overclock them? Do I really want to overclock them if I dont push my PC to its limits? Will a i5-8400 suffice for 1440p gaming?

What about NZXT S340 Elite? As for the CPU I would go with ryzen 2600x with nice beefy aircooler for some extra overclocking. You don't need a watercooler since you are on a budget. It won't push the CPU that far.

The S340 is priced at $110, and I've read that NZXT H500 is a successor to it? If S340 is better than the H500, I can go for it aswell. For the liquid cooling, I could pickup a ~$100 240mm AIO if it makes the system run quieter and cooler. But I dont really think I would need liquid cooling if I don't plan to overclock the chip right-away. The intel stock coolers are shit, but the AMD ones are quite decent? And is a 120mm AIO even worth it? They're quite expensive and as per my understanding wouldnt be any better than a decent air cooler for the same price.

Yes H500 is a successor but S340 and S340 Elite are still good cases. For cooling I wouldn't bother with 120mm rad, many air coolers can outperform those at lower price. You can keep the stock Ryzen cooler for a while since they perform pretty well and they're not noisy.
