Limited by budget, by platform (AM4) and by case (160mm max height) the best options are:

The CPU can reach 4ghz stable all-core, but boy oh boy is it running hot, it throttles into oblivion if I run any benchmark that creates a lot of heat, but doesn't pass 87 degrees on stock cooler (with premium thermal paste) in Prime95 Blend

Dark Rock 4 is pretty beefy, but the Scythe Mugen and the Macho are probably just as good. The Scythe does have those low-profile fans, but there are two of them.

I have read reviews of the Dark Rock 4, and it seems to do pretty well on round ups.
