does the power supply affect my performance

Ok, I know this question gets asked quite a bit but here me out.
I Have a GTX1070 w/ ryzen 7 1700 8gb ram 1tb 7200prm hdd and 256gb m.2 ssd
a 500 watt power supply by what seems to be whatever asus put in here seems jank.
my house is really old and power can be finiky at times. But ever since a power surge and outtage my performance has dipped i cant hold steady FPS at ALL it cant stay stable at 60 or uncapped if something happens there is major 10 20 50 fps dips that causes immidiate stutter i have had the pc sent to asus but they cant seem to be able to find any problems. i dont think they even fully checked what i had sent in the description from my understanding they only looked to see if the gpu works. wich it does it can run benchmarks ok its underperforming but its not terrible in those settings. im not to privvy in understnading what to watch for when it comes to power but the stutters were never there prior to the surge i had my pc on a protector but it was older. im at a complete loss the cpu is not being over ran and the ram stays at about half used most the time. the same results have came across all games and the stutters were never there prior to the power surge/outtage. i know this is long and ive ran out of hope at this point im shooting in the dark on pc forums that im new too. im looking at buying a new psu to see if that helps. this pc is 2 months old. again.. sorry...

Power supply cannot really affect system performance but it can cause instability and damage as said above. 500 W is kinda the edge for your system I would say, if it's really high quality one with at least 80+ bronze efficiency.

thankyou for your reply. I think I might try a new power supply. im at a loss for words as to why my 1070 has lost all stability it never dipped under 60fps if I uncap in games it holds well over 60 the fps dips largely but doesn't go under 60 at 60 itll dip 10 fps I wish I knew how to isolate this problem and fix it. praying psu does it

ok thankyou very much for your reply as I said before IF the psu isn't or cant cause this issue I wonder whats causing my 1070 to have these major near gamebreaking hiccups I cant go in a duty anymore with out these massive frame spikes that I was not having before that outtage

its chicony technology 500watt 80 plus bronze model D16-500P1A
ecuse me peak power looks like its 550 watt/1oms also concerning now i just heard a click coming from around there with the panel off the side of my pc

also I just want to explain a little more clearly 1 thing the same day the power outage occurred I installed dragon quest 11 at this point these are my 2 likely suspects I have to go at and I don't want to invest in a new psu just yet without more knowledge I hope that clears things up just a tad. The pc never ran the same after the day these 2 things occurred.
