Is it the MOBO or graphics card?

So, I have an Asus Strix b350-f gaming MOBO and an Asus Strix Geforce GTX 1050 Ti graphics card. The issue? So, I just built this thing and started it no issues. After downloading all the drivers, setting it up and just letting it run for a while, decided to hop onto a game with my friends. Which was Rift. Now, immediately I noticed something wrong because my screen was glitchy and I was getting 5 fps. Next thing I know, computer freezes and stops working. Not to bore you any further, Called support, found out the second Pci-e slot worked just fine. Thinking it was the motherboard, I got Amazon to ship me a new one.

Built it again today and guess what? The first slot still doesn't work. All I get is a white LED by the ram and CPU with no image. Because I know that this pertains to the graphics card area. And, just like before, the second pci-e slot works just fine. So, is it the graphics card? Am I missing something, or did I actually get a second faulty MOBO?

Full system specs please - cpu, ram, psu, ssd / hdd, internet / wifi., os. Drivers.
How did you reinstall the os (windows?) - just plugged the old ssd / hdd into the new motherboard, or a new install, something else?
If you've just swapped in the ssd, that may cause some issues for windows, at least initially.

And Asus's essential's such as the audio, utilities, etc.
And I just reinstalled my SSD that has my OS on it and logged back into Windows to verify and it worked like I never changed anything in the first place.

But, ya, I honestly have no idea of what is going on. The problem is exactly the same as if I didn't switch to the new MOBO. It makes me wonder if I put in the old one, (Impossible since I uninstalled the old one and immediately put it back in the static safe wrapping and in the box). Just for assurance, the new one for whatever reason is slightly smaller since it doesn't fit the top corner screw as it did previously, (in my case). Before I ordered a replacement GPU, I was wondering what you guys thought, and see if there was something I should try.

Would that change anything? I mean, right now I'm using the pc just fine and I can use everything okay, but it has to be in the second PCI-E slot. Literally, everything works except I get a white LED and no image when I put my GPU in the first slot.

When you say the second PCI-E slot, do you mean the 4th, 'PCIe 3.0 x 16_2 slot'. The second slot is only PCIe 2.0, you don't want that (and I don't think it would fit so you probably haven't used it).
Is the graphics performing ok (fps, bandwidth etc) in this slot?

Well, on my MOBO I only have two slots I can use. The first just under the CPU and the second just under that. The third I can't use because of my PSU. It pops in just fine on the first and second. I connected it in the first pci when I built it just fine until it didn't work. Used the second and it works just fine. Changed MOBO and the same issue.
