is this PSU safe to use?

a friend of mine has this 500w power supply and wants to power a gigabyte g1 970 gtx with it

its has all the connections required for the card but we didn't find enough info online about it

his cpu is Fx 8150 with no overclocking in mind

Seems like a very bad idea to me. In this case, going by the label directly, technically it should be within the label's specs, but it's a big risk that I personally wouldn't take, but it's really your choice. You can tell by the label alone with the heavy 3.3V and 5V rating that this power supply is a very old design, and since there is no info found about it anywhere we know nothing about it; so it's a risk, your choice, but a risk. :)
