Keyboard, Mouse, and Monitor turn off but pc stays on

For the past 2 months whenever I turn on my computer everything works for about 20 seconds but when I get to my input windows password screen my monitor, keyboard, and mouse all shut off but my pc is still running and I dont know the cause of it.
 
Go to the Windows Device Manager for each of those components. Under each of those Device Manager categories is the listed device (such as your model of keyboard). Each listed keyboard or mouse has it's own Power Management tab. Open each tab and make sure that the box is checked enabling that device to wake the computer.
 
Next in Windows System settings is listed the Power & Sleep menu. On that page select the Additional Power Settings on the right side of the page.

Then select a power plan. On that plan select whether you want the computer to sleep or not. Until you have the situation resolved turn sleep to off. Then select the time until the monitor shuts off.

 
Also on the same Power plan page above, select the Restore defaults. Then select Change Advanced Power Settings. on that page select your keyboard and mouse. On each of those is the Power setting. Turn that to off (or a specific time).

(You will need set the monitor off time again if you changed it above.)
 



The original cause could be a Windows 10 Update. But it could also be a downloaded application. Many applications actively change the Power Management settings. And if that application is set to load at start up, then the power management settings will be impacted every time you start up the PC.

The solution is to go to Windows Task Manager Start Up tab. Then scan the list of applications for any that have medium or high impact on Start Up and then use the Disable button at the bottom of the page. Then repeat for any applications that you don't use every few days. This doesn't delete the application it just prevents then from running constantly.

That should leave you with a short list of applications that still load at Start Up. Reevaluate the problem with the monitor shutting off. If it still is a problem, disable the remaining applications.

None of that worked. Everything still turns off but the pc is still on and now when I turn my pc on there is a loud beep for 20 seconds and I dont know the cause of that either.
 
In your system you have rudimentary control of the mouse and keyboard for use in setting up the BIOS set points. Then when the operating system loads, it changes over to the keyboard and mouse drivers found in the operating system.

If you are loosing them at the sign in page, then those drivers are corrupted. You will need to do a fresh install of the operating system to correct that. Alternatively, a start up repair work too.

You will need either an installation disc or better an USB flash drive with the operating system boot media.

For example, Windows 10 64 bit ISO downloaded to a USB flash drive. Then just insert the drive into a USB port on the back of the PC and start it up.
