Can't get i5 8600k past 4.6ghz

I don't even know were to start
SPECS
CPU: i5 8600k
Cooler: Lepa aqua changer 120 w/push pull config
GPU: gigabyte Aorus extreme gaming gtx 1080ti
RAM:team force ddr4 2400mhz
MOBO: gygabyte z370 gaming 5 (rev1)
PSU: thermal take 80+ gold 750w

Ok so I finally was able to upgrade my monitor from a 1080p60 to a 1440p144 so i wanted to do some overclocking to help take advantage of it.

So i decided to start with the cpu. I could not get it to run stable for the life of me at 5ghz, 1-2 cores would always fail. I had vcore all the way up to 1.45, and 4.9 wasn't stable either plus i was hitting 100c on prime95. I finally after some testing settles on 4.6ghz at 1.3v which from what I understand is terrible for this cpu. and i still hit 96c on prime95s max heat stress test.

So first thing I did was put new thermal paste on. No effect

Then I tried Updating bios to version f10 from f3, which caused me even more problems: The LEDs on my entire MOBO are stuck off except the pci slots which are stuck blue, and rolling back to version f7 did nothing.

Alone the LEDs wouldn't be a big deal but now I'm wondering is the motherboard effecting my OC.
And I need the computer for classes it cant be down for long periods of time if I warranty is so I don't want to warranty it for no reason.

please help.
 
1. I would be inclined to work with the most current bios version.
Even with the glitch led behavior.

2. The max safe target voltage is around 1.4v. You have some headroom there.

3. How well you can oc a 8600K is determined by your luck in getting a good chip.

4. currently, you are limited by the temperature.
At 100c. your chip will slow down or shut off to protect itself.
Note that the stats above are for a DELIDDED processor.
You can not expect to do as well.

5. For maximum cpu cooling, the aio radiator should be using fresh outside air.
Kind of a catch 22 because that will heat up the motherboard and your graphics card.

6. What is your case?
A good cooling case will have at least two front 120/140mm intake fans.
If you also have 160mm available, you can use a nice twin tower air cooler like the noctua NH-D15s which will cool as effectively as any aio cooler out there.

7. Lastly, what to do?
Really you need do nothing. 4.6 is very good for most anything.

well updating the situation the LED is fixed I Just needed to cut power to the motherboard for a a while via unplugging PC.

My airflow is more than adequate, I have the 2x 140mm fans, the push pull 120mm rad, and a 120mm fan on intake and a 120mm fan on outtake, in my phanteks p350x

I find it hard to believe that I got this incredibly unlucky with my chip. Is it possible my VRMs may be causing some of the Vdroop , and would buying a better cpu cooler help me overclock, or even should I consider investing in tools for delidding.
