Building me a new PC. Everything was connected correctly. P/s won't turn on. I did notice there was an I/o switch in rear of p/s and another switch in front. Non of these work.

Are you sure that the PSU is working?
Try the paper clip test first.
If that test passes then you need to delve deeper:

New products can be faulty or fail very quickly.
Everything is made as cheaply as possible with little or no QA. Especially with low end products.
And depending on the source of purchase they may have just sent you a refurbished unit. Or one that someone else returned....
