CPU Bottlenecking GPU?

So I have this old pc that I got from my dad a long time ago, and now I want to get more into casual gaming. I'm just looking to play games like CS:GO, Fortnite, or a game that my friend wants me to play, Heroes and Generals. I upgraded from a crappy quadro fx 580 to a gt 1030 for around 80 dollars, however I have noticed 70-100 cpu usage compared to usually 10-20 gpu usage. Although what is weird is that MAX gpu usage fluctuates from 10-30 so it doesn't even come close to 100%

I'm assuming this is a bottleneck due to the old processor right? If so, how can I fix this?

I'm also thinking about returning the 1030 in exchange for a GPU that is compatible with my current CPU, as I am under a "tight budget."

I think the Q9650 quad core is the strongest processor available for lga775.
It will cost about $40 used on ebay.
It has a passmark rating of 4177/1263.
A modest improvement, but probably not enough to do what you want.

But... it may not be supported on your motherboard.
You need to find a list of what processors Dell will support on your motherboard.

No doubt that your cpu is the limiting factor.
The GT1030 is considered to be an entry level gaming graphics card.

Unfortunately, there is no processor compatible with your motherboard that will be significantly better in performance.

Your dual core e6750 has a passmark rating of 1714 and a single thread rating of 1005.
Look up the passmark rating of any processor you might be interested in.
Some games require a quad core or a dual core with hyperthreading.
Most games will be limited by the single thread performance.

For instance the $100 G5600 has 4 threads and a rating of 5770 and a single thread rating of 2279.
You can buy a lga1151 motherboard for <$50, and a 2 x 4gb kit of ddr4 ram for $65.

So I can't upgrade my CPU to a better one that will give significant results but could I get like a 2 quad core? Also if I really wanted a better CPU I would then have to get a better motherboard?
