Trouble with GPU fan

I'm having an issue where I can't read any of my fans. The CPU and GPU don't show up in the BIOS and when I look at my computer monitoring software it isn't reading the fan RPMs for either. The worst part is that the GPU fan randomly ramps up and motherboard starts to beep and then it stops when the GPU fan slows down to normal operating speeds. My GPU temp is at about 40C so I know it isn't overheating. I opened up my laptop to check the connections and everything is solid. I also tried to reset my BIOS to default settings because that seemed to fix the issue the last time it happened but to no avail. I am at a loss here and do not know what to do to fix it.

It is a notebook. And I have used a few different software's, none of which show fan rpm. CAM is one of them. And I don't remember the names of the others. Also, my BIOS/UEFI does not show the CPU or GPU at all, idk if that is normal for some computers or not.
