CPU won't go above 28%, fan to max speed

Hello, my laptop is an ASUS ROG GL753VE (Nvidia GTX 1050ti, i7-7700hq, 16gb ram).

The problem - History: at the end of August 2018, I had a problem with the fans, 30seconds after I turned the PC on, didn't even log in, the fans would ramp up to max speed. Since this is a single fan profile, I checked both the usage (below 10% for both CPU/GPU) and the temperatures, which were both very cool (35 degrees for the CPU and 40 degrees Celsius for the GPU). I did everything I could get my head to think, uninstalled apps, cleared stuff, scanned for viruses... and after updating the BIOS and reinstalling ASUS Gaming Center and restarting the PC, the problem went away.

The PRESENT problem: So yesterday evening I was doing the usual stuff, checking some emails and listening to some youtube, when the fans ramped to the max again. As I knew the problem, I did the exact same steps as last time (although I could not update the bios since I already had the last version)... but to no avail... the fans were still going batshit crazy. When I was checking the temps for the 100th time that day, since I felt the laptop was slower than usual, I noticed my CPU clock speed was at 0.88GHz, but paid no mind to it.

Seeing as I had nothing of importance on the laptop, I decided to reset windows to factory settings, which went according to plan but again... to no avail. The fans are still going full speed and the PC is still slow as hell, with the cpu never going above 0.88GHz (28% in task manager)... even when I was running benchmarks like Cinebench or Prime95. BUT, my GPU performance remains the same, keeping the same framerates as before while running Unigine Heaven benchmark.

I have restored bios to default settings, checked the power plan and CPU power management.

I am getting tired of banging my head against the desk trying to figure what is going on... any solutions? Thanks in advance!

All I can quickly guess is that perhaps a power-cable is loose on the Motherboard? Checked the 6-Pin CPU Power Cable? The 24-Pin ATX Motherboard Cable?

Try setting your Fan Profile to a manual setting in the BIOS.

Clear the CMOS (Reset switch or remove the Motherboard's battery and unplug the PC for 5 minutes).

Check all the Fan Cable Connectors (3 or 4 pin, thin cable connectors) are securely connected to the Motherboard's Fan Pins. Try connecting them to different Fan Pins if you aren't using all those available on the MoBo.

Ensure your Power Supply Unit is free from dust, not overheating and not close to its maximum output load in Watts. If it's close to its maximum output...

Ensure your Power Supply Unit is free from dust, not overheating and not close to its maximum output load in Watts. If it's close to its maximum output anomalous behavior can occur such as CPU throttling and low fan speeds.

In fact, dust everything inside your case to ensure there are no cross connections. Compressed air and/or a thin-nozzled vacuum cleaner are ideal for this.

Ensure everything is seated securely inside the case and that nothing has creeped out of its socket or lost total grip with its pins or cables.

Hope some of that works/helps.

Hey man!
It's a laptop, cleaned everything, connected everything, also restored BIOS to default settings, reset windows to factory...nothing seemed to work. I then flashed the BIOS and it fixed everything. CPU is running at normal clock speeds, fans are quiet. Have a good one!
