My specs:
Windows 7 Ultimate

Processor: AMD E-350D APU with Radeon HD Graphics 1.60 GHz

RAM: Samsung DDR 4 GB (2.86 usable)

Graphics card: AMD Radeon HD 6310 Ghaphics

32-bit Operating System

PSU: pentium 4 atx2.03

Motherboard: A68I-350 Deluxe R2.0 motherboard

This pc was built in 2012 and i admit that i haven't cared took properly of this pc. have never fomarted, cleaned and didnt even opened this for 6 years! I think that is the reason now gaming on this is getting worse day by day right? When i brought this i was running spiderman web of shadows at 60 fps. Well now it is 10-15. Game i wanna play smoothly is tomb raider 2013(in lowest setting possible of course)

Now i dont have budget of like 30,000! To buy all the system parts at once but what if i change some parts for now ? You know cpu is enbuilted so i cant change cpu and motherboard right now so do you think changing thr psu and gpu would give me a bit better performance? Ik thinking to buy r7 240 2gd3 64b lp graphic card is this good? And for psu please suggest me a good psu in answers :) now the real thing if i change parts like psu and gpu in this trash system but if i am able to buy more parts like Mboard and cpu in future. Can i use this parts in another system or not?

The AMD E-350 is under-powered by any current measure and a 32bits OS with only 4GB of RAM is barely usable for anything but the lightest games.

If you want a substantial upgrade, you'll have to save until you can afford something like a Ryzen 2200G, a B450 AM4 motherboard (B350 works too, albeit with the hassle of needing to get the BIOS flashed for support first) and at least 8GB of DDR4-2933 RAM, preferably 16GB as 2+GB of system memory will get used by the IGP while gaming.

Im not talking about latest anything im talking about building an low end pc but which can run games better than my current one thats why i choose r7 240 2gd3 64b lp graphic card. Like games from 2012-2013?

Putting a more powerful GPU on a board with a CPU that is grossly inadequate even for many games from 2010 isn't going to help much. You'd be far better off saving until you can afford something like this:

As far as PSUs are concerned, yes, a poor quality PSU can destroy components when they die, some may even set your house on fire. (Even good quality PSUs can do it, but that's far less likely.)

Damn man !!!! Then i think the first thing i need to do is change psu right? Suggest a good psu(also you didnt answer my actual question if i replace my psu in this system but if i buy another system in future do i have to buy a new psu again or i can use this on that one?

A good quality PSU can be carried over through multiple systems. With a little care, a good PSU can last 10+ years.

The PSUs in my older PCs are over 10 years old, not particularly good quality but still going strong after swapping out the crappy original capacitors for high quality ones. Modern quality PSUs use polymer caps instead of electrolytics and those should have even longer lifespans.
